Legislature — Trio of land use appeals bills earns House committee hearing, criticism from 1000 Friends of Oregon

   Three proposed bills that would limit or change procedure for citizen land use appeals, a process well known in the Newberg area, had their first hearing Tuesday in the Oregon House of Representatives. The bills have a long road ahead of them in the legislative process, but already have raised the hackles of 1000 Friends of Oregon, a group with ties to recent appeals of Newberg land use decisions.
   “Taken together, they erect huge barriers to citizen participation in local land use decisions ... every one of them has the effect of shutting down appeals,” said Sid Friedman, consultant for 1000 Friends of Oregon and board member for its local affiliate, Friends of Yamhill County.
